He was born seven of eight children, raised in eastern Oregon outside the small town of Baker City. His high school included kindergarten to 12th grade with a graduating class of 17 students. Being such a small school he was valedictorian and student body president. He was on the basketball team, HS band, track team, and 8-man football team. Chores were common on a ranch with eight kids, including milking the family cow, Sally, morning and evening to help supply the family's consumption of butter, cream, yogurt, and milk. Summers were spent moving irrigation pipe and building fence for nearby potato, wheat, and alfalfa farms. After a semester at BYU-Hawaii in Laie he served a full-time mission in northern France and Belgium and is now fluent in French.

Dr. Baxter's favorite pastime is enjoying the company of his wife and two children. Their second child was born in October 2015, making  the 33rd grandchild on his side. In what little free time he can find he enjoys hiking, kayaking, snorkeling, basketball, and reading.
